Hi Bob, it's Lou Ferrigno as paul pointed out. In fact,Lou Ferrigno appeared in this year 2008 Hulk movie and gave the 'voice' to the CG Hulk in the movie. Cool-eh?

In the tv series, his name is Dr. David Bruce Benner. The creator of the series Kenneth Johnson changed the name "because he did not want the series to be perceived as a comic book series.." more here
And yeah .. I also loved that line "You won't like me when I'm angry" which was a sure sign that the person would make him angry because the whole point was for the Banner to dramatically transform into the Hulk! :-)
